Public Safety Committee Objectives
The objectives of the Public Safety Committee are :-

1    To communicate with all clubs in the District to make them aware of –

2    To communicate with all the above named private and public organisations on behalf of the clubs in the district, and find out what Rotary clubs can do to help these organisations perform their tasks more efficiently.

3 To arrange mini-district Public Safety functions in the form of workshops, in order to assist Rotarians/Rotary clubs to discuss and overcome problems experienced in different areas by the emergency services.

4    To address clubs at official district functions.

Definition of a "Public Safety Project"
Public Safety projects are defined as :-
Projects aimed at reducing or eliminating trauma in the daily lives of the general public and emergency service personnel caused by the country’s two largest sources of trauma, namely criminal actions and road accidents.

Public Safety projects may be :-
Preventative (e.g. improving the criminal justice system which would deter potential criminals) or
Reactive (e.g. helping the Police deal with criminals).

30% will find a job.
51% will not be able to find a job, BUT

Of the jobless will end up in jail

If this is what will happen to matriculants, can you imagine what will happen to children who will not get their matriculation certificate?



"ROTARY AGAINST CRIME" CONFERENCE

Comments on our Previous Crime Conference held at the Ernest Ullmann Recreation Hall, Alma Road,
 Wendywood
on Saturday morning 21 July, 2007

Open any newspaper or email account, or watch TV, and the subject of crime is sure to be discussed.   The general public as well as businesses would like to help, but often do not know where to go, or who to approach.   The Rotary Against Crime Conference was designed to show what is being done by successful anti-crime, and enable you to decide which organisations you would like to help.

A survey recently released stated that 63% of South African have done absolutely nothing about crime, despite virtually the entire population being "up in arms" about crime.    If you are one of the 63%, now you can do something - attend our conference!

The crime statistics released in July 2007 indicates that crime in general is decreasing, albeit at a low rate.   However, the following crimes have increased significantly since last year by the percentages shown :-

(Note that the term "burglaries" applies to theft where the owners are not present, whereas "robberies" signifies that the owners were present at the time and were threatened by weapons and/or excessive force).

Criminals are now viewing banks, business premises, and residential premises as "soft targets".


The good news - If you are part of an organisation that does work in the literacy field, Rotary can offer you text and reference books free-of-charge that you can take "by the truck-load".  Interested? - come meet us at the conference!   Please note that the following conditions apply :-

Most public minded people would like to assist in the elimination of violent crime and horrific road accidents that plague our province, but often don’t know how to go about it, or where to start.

This conference was specifically aimed to address this need, and give people a number of useful ideas. 

The World peace Committee have been extremely fortunate in getting a top panel of nationally and internationally known experts in the various trauma related fields to give us their latest findings.

You missed the conference, but at least you now have the opportunity to view the various speaker's presentations.

Results of the Conference

If you did not attend this conference, you really missed out!    The Committee was congratulated by many who attended, and comments such as "This was the best conference I have ever attended" were commonplace.

Some facts that emerged at the conference :-

Crime statistics indicate that crime is being lessened, but the public perceive that crime is constantly getting worse.

Most people complain bitterly about crime, but are generally ill informed, and unwilling to do anything whatsoever about crime.   Its  "someone else's problem" is their attitude - until they get attacked, and they find that it is also their problem.

Anyone who thinks that Local, Provincial, and National Government are going to make any real impact on crime, especially at residential level, is dreaming.   Government does not have the resources or the resolve.  Unless the communities spring into action, and do things themselves, nothing good will happen.

The general public is becoming paranoiac about crime,  and are imprisoning themselves behind high walls, giving the criminals freedom of movement.

Most South Africans flout the law.   For example, when was the last time that you drove your car and did not exceed the speed limit at any period during the trip?   We are now suffering from a moral and ethical degradation - "anything goes" as long as we don't get caught.    When South Africa was regarded one of the top countries in the world from a productivity perspective, we were prepared to live according of a set of rules.  Now we don't care.

Rotary and other similar organizations have to be very careful about using volunteers in areas where legal liability exists.

According to Jessica Williams in her new book "50 Facts That Should Change the World" (Sunday Times, May 9th 2004) :-

One third of the world's population is at war.  In 2002, 30 countries were fighting in 37 armed conflicts.   2.29 billion people were affected.
Every week on average 88 children are expelled from U.S. schools for carrying a gun.
The average urban Britain is seen on CCTV security cameras 300 times per day.  Britain has installed 3 million CCTV security cameras.
There are 300,000 child soldiers fighting in conflicts around the world.
The average Japanese woman will live to 84, her counterpart in Botswana will live to 39.

The above indicates that  there is still plenty of work for Public Safety Committees to do throughout the world.

How to Spot a Bank Deposit Slip Fraudster


Eight small companies in the electronics industry were recently caught by an alleged gang of fraudsters.   The steps he used are outlined below :-

Step 1 – You get contacted by someone who needs a substantial amount of goods “immediately”.   (They have been let down by their usual suppliers, and their customer is jumping up and down… etc).


Step 2 – You say “Cannot supply on account, but if you deposit cash directly into our account, and fax the deposit slip, we will supply”.    Buyer agrees.


Step 3 – Faxed deposit slip arrives, showing the cash deposit.  You check your account at the bank on the Net, and it shows the cash amount is “available”.

Step 4 – You phone the bank, and are told the cash deposit has been made.

Step 5 – You deliver, or they collect the goods.
 

Step 6 – The next day the bank reverses the cash deposit, and you get left in the lurch.

 

What really happens :-

Step 3 – The Frauster deposits a cheque from a defunct account into your account, then cuts, pastes and stamps the deposit form before faxing it to you. 

(Watch out for different handwriting on the left and right of the deposit form, figures printed skew or distorted, and the sender’s fax number on the top of the form not being a local number.   Check out the buyer’s company on the net at www.brabys.com and www.yellowpages.co.za, and call them to check the purchase.  Make sure that the buyer quotes their VAT number, and check out the company by entering their VAT number on the SARS site at http://www.sarsefiling.co.za/?location=VatVSearch.asp.)

Step 4 – The person who told you about the cash deposit is the fraudster’s accomplice in the bank.  (Ask the bank to fax the original deposit form to you).

The companies that did not get caught said “bring the cash to us, and we will count it before we release the goods”.

Variations on the Theme

One variation on the above – the fraudster “overpays” you.  Could you please give him a cash cheque for the difference, before his boss finds out and fires him?

The second variation -  the fraudster gives you a "bank guaranteed cheque" (which has been previously stolen from the bank).


NB - we know of 10 cases for fraud committed in the last few months!
